I spoke with a contact at RockyMounts. Generally, wheel-mount racks like the WestSlope 3, part # RKY10223, won't be able to secure kids' bikes until they have 20" wheels. Smaller wheels will prevent the arms from reaching and securing the bike.

I recommend looking at the Swagman XTC-2 bike platform carrier # S64670 because the wheel hoops are adjustable in and out to fit the length and it often works great with children's bikes. It will also fit 1-1/4 and 2-inch trailer hitches and accommodate wheels up to 2-1/2 inches wide. Take a look at one of our customers pictures with their kids bike.

In all likelihood you would need to use an adapter bar # 64005 for the kids bike, especially if it is under 20 inches, on most 2-arm bike carriers including the OutWay # TH56BV. The width between the bars isn't an issue but carrying the bikes level would be. Without an adapter the bikes could be secured but the kids bike would likely be at an odd angle.

Yes the Curt Premium 4 Bike Rack # C18064 can carry most kids and women's bikes without an adapter bar. The smaller and unique frames those bikes usually have creates issues on most bike racks when trying to keep the bikes level. Other times it is too challenging to get the bike rack arms through the frame or the arms are too spread out for the small frame.
